Citizens' Minute with Council

Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.

Public Hearings

In some instances, Council is required to conduct public hearings regarding land use bylaws, rezoning, etc., or on any other matter council deems appropriate.

Action Items

1. Award of Tender for 2018 - 3.0 Cubic Yard 4 Wheel Drive Rubber Tire Loader - Presented by Al Steinemann
The 2018 Capital Budget allocated $280,000 for the purchase of a 3.0 cubic yard four-wheel drive rubber tire loader. The award of tender to Brandt Tractor aligns with this allotment. Council made motion That tender is awarded to Brandt Tractor for the 3.0 cubic yard four-wheel drive rubber tire loader in the amount of $239,295, and then That Council approves the purchase of snow blade in the amount $20,600. Both motions carrried.

2. Public Transit System Review - Presented by Hans van Klaveren
The Hinton Public Transit Review conducted by Dantec Associates shows that the Hinton Transit Service and the Freedom Express are essential for the users and our community. By adopting a vision and mission statement, Council sets the direction for current service level delivery as well as future developments based on recommendations and excellent customer service. It was moved That Council adopts a Limited-service vision and mission statement and maintains the services and operation as currently provided, with wording as follows:

A vision that “Hinton residents have basic choices for access and mobility” and;
A mission that “We provide a limited public transit system that meets the minimum needs for mobility by servicing key areas during limited hours and is accessible, welcoming, reliable, safe and secure.”

This motion carried. It was then moved That Council direct Administration to bring a report to Council before the end of the second quarter of 2019 with a Request for Decision that includes implementation of recommendations in the report as directed. This motion also carried.

3. Hinton Youth Advisory Council - Presented by Jenna Altrogge
Following discussion at the October 9, 2018 Standing Committee Meeting, Administration is presenting the attached Bylaw for Council’s review to establish a Youth Advisory Council. It was moved That Section 4.2 the term “Hinton” be replaced with “the Hinton Community”. This motion carried. It was then moved That Council refer the bylaw to a Standing Committee meeting for further deliberation. This motion also carried.

4. FortisAlberta Municipal Franchise Fee for 2019 - Presented by Carla Fox
Under the Electric Distribution Franchise Agreement between the Town of Hinton and FortisAlberta Inc., a current franchise fee of 10.7% is paid to the Municipality. The fee is calculated as a percentage of FortisAlberta’s actual revenue in that year, based on the Distribution Tariff rates charged for Electric Distribution Service within the Municipal Service Area. Administration recommends increasing the franchise fee from 10.7% to 12.7% to offset increasing expenditures and help to strengthen Town reserve contributions. It was moved That Council increase the Hinton municipal franchise fee rider applied to all FortisAlberta distribution tariffs, except riders and rebates, to 12.70%. This motion carried.

5. NOTICE OF MOTION: Councillor Nelson
It was moved That all action and spending in regard to the new Recreation Centre development be postponed until the time at which we have a permanent CAO or it is determined by Council that we have the capacity within the organization to support the development of this project. This motion was defeated.

Information Items.

Councillor Joann(Jo) Race: Councillor Race reported having attended an ASH meeting, saying they are hard at work on their budget.

Councillor Dewly Nelson: Councillor Nelson reported that the scheduled Regional Waste Management Authority meeting had been canceled, and spoke to his attendance at the Harvest Supper, as well as his attendance at the Chamber of Commerce meeting with TransCanada Pipeline earlier in the day.

Councillor Albert Ostashek: Councillor Ostashek reported his attendance at the HREDC Steering Committee Meeting for the Economic Development Strategy last week, saying engagement on the project is ongoing and that he looks forward to seeing a draft at the end of November.

Councillor Trevor Haas: Councillor Haas offered his appreciation for the work ongoing with the Hinton Municipal Library board, including their recent budget presentation to Council and manager Haley Amendt's ongoing work to seek new learnings from neighbouring and similar communities.

Councillor Tyler Waugh: Councillor Waugh recognized the milestone of Council's one year mark, and went on to speak to his satisfaction following the Special Meeting of Council (view the meeting recording here).

Mayor Marcel Michaels: Mayor Michaels reported his attendance at the Mayors and Reeves meeting, speaking to the attendance of the federal Infrastructure Minister, potential grants, and his want for Hinton to be the best at getting grants.

Interim CAO Mike Koziol: Interim CAO Koziol reported to Council on the hiring of Carla Fox as Corporate Services Director, and the selection of a firm to carry out the organizational efficiency and effectiveness review.

In Camera

In-camera is a legal term meaning “in private.” When a Council goes in-camera, it means the Council meeting is closed to the public. In general terms, the exceptions include matters where disclosures could be harmful to personal privacy, individual or public safety, law enforcement, intergovernmental relations, or economic or other interests; reveal confidential evaluations, local public body confidence, or advice from officials; or disclose information that is subject to legal privilege.

Following Council's return from In Camera, the following motions were made:

That Council direct Administration to revise the Boards and Committees Bylaw #1070-3 pertaining to membership term and radius of residence.

and

That Council direct Administration to revise the Grant Funding Advisory Committee Bylaw #1085-2 length of membership..

Both motions carried.

Town of Hinton Newsflash

Hinton is a No Public Consumption Community

Across Canada, many are excited to have awoken to legalized recreational cannabis.

While the possession, retail sale, and consumption of Cannabis is now legal, there are many pieces of legislation for all residents to be aware of. One important aspect to keep in mind in Hinton in particular? Bylaw 1125 prohibits the public consumption of cannabis, to a maximum penalty of $400.

Council Video Recordings

As some residents may have noticed, we have recently experienced difficulties with our streaming video provider online. The service provider has changed the accepted methods of posting, which has made all older videos in the inventory non-functioning. These non-functioning videos will removed from the inventory for the time being, however, administration is investigating ways of making a larger library available for residents to access online. In the interim, a new format has been selected, and new recordings are being posted as before; however, the new format is slightly larger, and so less videos will be accessible online than in years past. Recordings of the videos are also available on DVDs at the Hinton Municipal Library, which can be checked out and viewed on either computers or DVD players, or by contacting the Town of Hinton should those DVD recordings not be available.

The Town of Hinton is on Facebook!

As over 1500 people have already figured out - The Town of Hinton now has a corporate Facebook page! This new service adds another resource to the communications toolbelt, and will house information on many different areas; some days, you’ll see information on bylaws, others recreation programs, others information about council decisions or highlights from Council meetings.
