Council Highlights - June 19, 2018


Citizens' Minute with Council

Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.

Tracy Raypold
Raypold came before Council to express concern in regards to intersection safety within the community, particularly at a selection of intersections where drivers are observed to disregard traffic control signals. Raypold particularly stressed the intersection of Robb Road and Switzer Drive, where she reported having multiple near misses during red lights. 

Delegations

1. Automated Traffic Enforcement Quarterly Update - Presented by S/Sgt Chris Murphy and Todd Martens
S/Sgt. Murphy and Chief Martens presented this quarter's automated traffic enforcement update. View the presentation file on the Town of Hinton website, available here. 

Public Hearings

In some instances, Council is required to conduct public hearings regarding land use bylaws, rezoning, etc., or on any other matter council deems appropriate.

There were no public hearings. 

Action Items

1. Review of Council Code of Conduct and Chief Administrative Officer Bylaws - Presented by Jenna Altrogge
This item is before Council due to legislation changes that now require the implementation of a Council Code of Conduct Bylaw. Administration developed this bylaw and concurrently reviewed the Chief Administrative Officer (CAO) Bylaw to ensure consistency and thoroughness (Attachments #1 and #2, respectively). It was moved that Council gives Bylaw #916-2 and Bylaw #1124 first reading; this motion carried. 

2. Hinton Wildcats Junior A Hockey Club Facility Use Agreement - Presented by Hans van Klaveren
This item is before Council as directed at the June 12, 2018 Regular Meeting “to bring the Hinton Wildcats Junior A Hockey Club Facility Use Agreement forward, including conditions directed In Camera, to the June 19, 2018 Regular Council Meeting for decision.” This is the final step in a two-month negotiation process to host a Junior A Hockey Team under the Western Provinces Hockey Association (WPHA) in Hinton starting this 2018/2019 season.

Hosting the Hinton Wildcats Junior A Hockey Club is a great opportunity for the community and stakeholders; it will bring people together to share experiences, build memories, create positive energy, inspire hockey development and provide opportunities for business and tourism growth. It was moved that Council approves the Hinton Wildcats Junior A Hockey Club Facility Use Agreement as presented. This motion carried. 

3. Recreation Centre Project Steering Committee - Presented by Laura Howarth

At the April 17, 2018 Regular Meeting of Council, direction was given to Administration to “develop a membership model and terms of reference to establish a Steering Committee to lead the Implementation Tasks 1-11” for the purpose of advancing the Recreation Centre Iteration 3 Project. Subsequently, Administration presented a Direction Report at the May 22, 2018 Standing Committee Meeting that included options for membership, terms of reference and timelines for the Recreation Centre Project Steering Committee. At that time, direction was given by Council to “bring back a Council plus Yellowhead County represented Recreation Centre Steering Committee to a future Regular Council Meeting.”

Following discussion, Council made a number of motions: 

  • It was moved that the Recreation Centre Project Steering Committee membership be comprised of the full Hinton Town Council, plus one Yellowhead County representative to be determined by Yellowhead County and two citizens at large. This motion carried.
  • It was then moved that the two citizens at large be selected by public advertisement with applicants brought to Council for selection through vote; this motion also carried.
  • It was moved that Administration coordinate a launch meeting for the Recreation Centre Project Steering Committee for one weekend by the end of October 2018, that may also include representation and support from Administration and the project consulting team as specified by Council. This motion carried.
  • Finally, it was moved that Council direct Administration to develop a proposed Terms of Reference for the Rec Centre Steering Committee to bring to Standing Committee meeting on July 10, 2018. This motion also carried.

Information Items

Councillor Trevor Haas: Councillor Haas reported having attended the year end Harry Collinge Band Performance, extending his thanks and appreciation to the performers and teachers for their work. Haas also informed Council that the Fohn Festival is set to welcome some of the rock band groups to perform during the July 1 celebrations. Haas went on to speak to the Mud Run, saying the event was great, and he was happy to take part. Haas then spoke to the Cascade Show and Shine, calling it bigger and better every year. Haas wrapped up his reporting by speaking to Mondays education session with Bernie Kreiner, calling it insightful, and an important reminder in process, as well as extending an invite to area residents to the June 23 Hinton Municipal Library BBQ kickoff to Summer. 

Councillor Tyler Waugh: Councillor Waugh informed Council of his role on Saturday as a volunteer at the Hinton Mud Run, reporting that between 150-200 took part in the family and adult events. He also extended a thank you to the Hinton Wolfpak for Saturday's Bantam Jamboree. He concluded by informing Council of his attendance at last weeks Hinton Wildcats Open House, saying the organizers were very appreciative of Town of Hinton Staffs work on the usage agreement. 

Councillor Ryan Maguhn: Councillor Maguhn reminded Council of the coming Harry Collinge spring grad at the end of this month, saying he is glad for the change in process this year allowing the entire graduating class to be present. 

Councillor Dewly Nelson: Councillor Nelson informed Council of having attended Monday's Communications Strategy Workshop, saying he appreciated the opportunity to work alongside Administration. He also spoke to the Council Education session with Bernie Kreiner on Monday, as well as the Chamber of Commerce golf tournament on Friday, which he called a great opportunity to network and meet community members. He went on to speak to having attended a HEAT meeting last week, with a presentation soon to come to the HREDC. Nelson concluded by speaking to the Hinton Wildcats Town Hall, saying that there was representation from the league, division, and owner all present and that many questions were answered, leaving him looking forward to the teams launch.

Ostashek: Councillor Ostashek informed Council of a West Yellowhead Regional Waste Management meeting scheduled for next week, as well as an HREDC meeting. 

Councillor Joann(Jo) Race: nothing to report

Mayor Marcel Michaels: Mayor Michaels informed Council of his attendance at the Northern Alberta Mayors and Reeves Caucus. Michaels informed Council that a large topic of discussion was long term MSI funding, which he called an important part in building communities. Michaels informed Council that Minister Oneil Carlier was present for the meeting, and that the Government of Alberta is seeking input in what will go forward to province, with the combined caucus envisioning municipalities being apart of the decisions, formulas and plans going forward. He concluded by saying the group is nearing a united front on how to move forward. 

Interim CAO Denise Thompson: Interim CAO Thompson thanked Council for the opportunity to begin earlier than originally anticipated, acknowledging that she still has a part in her former community and thanks Council for their understanding in this transition period. Thompson went on to inform Council that tax sales have been cancelled. She concluded by informing Council that staff have been very welcoming, and that she has been enjoying getting feet wet, finishing by saying thank you to Mayor Michaels for his guidance. 

In Camera

In-camera is a legal term meaning “in private.” When a council goes in-camera, it means the Council meeting is closed to the public. In general terms, the exceptions include matters where disclosures could be harmful to personal privacy, individual or public safety, law enforcement, intergovernmental relations, or economic or other interests; reveal confidential evaluations, local public body confidence, or advice from officials; or disclose information that is subject to legal privilege.

Following returning from In Camera, Council made the following motions:

1. Hinton Housing Update (Freedom of Information & Protection of Privacy Act, RSA 2000, Chapter F-25, Section 16, 21, 24)

That Council allocates $400,000 from the Housing Reserve until such time as the construction budget can be finalized for the proposed construction of Happy Creek Estates Building D and all parties financial contributions and responsibilities are confirmed. This motion carried.

That the Direction Request titled, “Hinton Housing Update – Happy Creek Estates” and attachments, remain private pursuant to Sections 16, 21, 23, 24 and 25 of the Freedom of Information and Protection of Privacy Act, RSA 2000, Chapter F-25. This motion carried. 

2. Hinton Housing Update (Freedom of Information & Protection of Privacy Act, RSA 2000, Chapter F-25, Section 16, 21, 24)

That Council direct Administration proceed with the offer to purchase the lands as discussed In Camera. This motion carried.

That the Direction Request titled, “Hinton Housing Update” and any attachments, remain private pursuant to Sections 16, 21, 23, 24 and 25 of the Freedom of Information and Protection of Privacy Act, RSA 2000, Chapter F-25. This motion carried.

Council Video Recordings

As some residents may have noticed, we have recently experienced difficulties with our streaming video provider online. The service provider has changed the accepted methods of posting, which has made all older videos in the inventory non-functioning. These non-functioning videos will removed from the inventory for the time being, however, administration is investigating ways of making a larger library available for residents to access online. In the interim, a new format has been selected, and new recordings are being posted as before; however, the new format is slightly larger, and so less videos will be accessible online than in years past. Recordings of the videos are also available on DVDs at the Hinton Municipal Library, which can be checked out and viewed on either computers or DVD players, or by contacting the Town of Hinton should those DVD recordings not be available.

The Town of Hinton is on Facebook!

As close to 1100 people have already figured out - The Town of Hinton now has a corporate Facebook page! This new tool adds another resource to the communications toolbelt, and will house information on many different areas; some days, you’ll see information on bylaws, others recreation programs, others information about council decisions or highlights from Council meetings.
