Citizens' Minute with Council

Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.

Presentations are required to be arranged through the Executive Assistant so that presenters can be sure time is set aside for their presentations on the Council agenda. Find out more about how to be a delegation by following this link.

Action Items

1. West Area Structure Plan Amendment Bylaw No. 1117-1
Council gave the West Area Structure Plan Bylaw No. 1117-1 First Reading; and directed Administration to schedule a Public Hearing on January 17, 2023, at 4:00 p.m. in the Council Chambers to hear public comments on Bylaw No. 1117-1.

2. Reserve Replacement

Council agreed to carry forward $298,672 to be funded from Operating Reserves Restricted Surplus into the 2023 Operating Budget, and that $412,128 be placed back into Operating Reserves – Restricted Surplus.

3. 2023 Capital Budget
Council approved the 2023 Capital Budget and 2023 – 2027 Capital Plan as presented.

4. 2023 Operational Budget
Council approved including the request for funding from Community Futures West Yellowhead (CFWY) in the 2023 Operating Budget, and directed Administration to consult with CFWY and if it will be an ongoing financial request from the TOH that they comply with the requirements of the Civic Agency Partnership Policy.

Council directed Administration to adjust the draft budget tax rate to 3.9 % with funding to be taken by reducing contributions to reserves.

Council approved the 2023 Operating Budget as amended.
