Citizens' Minute with Council


Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.


Mr. Rob DeRoo gave an update on September's Autumn Festival and its success and financial challenges. He is looking for someone to take the lead in next year's festival and will be happy to assist and has all the planning of the events organized for the next incumbent.

Delegations


Presentations are required to be arranged through the Executive Assistant so that presenters can be sure time is set aside for their presentations on the Council agenda. Find out more about how to be a delegation by following this link.

1. CityViz Presentation, presented by Sasha Bogdanovic
Council directed tdministration bring back options with costs for displaying economic data on the Town of Hinton Website.

2. Destination Management Administrator, presented by Natalie Charlton, Hinton & District Chamber of Commerce
Council directed Administration to create a report for consideration of $70,000.00 for a Destination Management Administrator at the 2023 Budget deliberations.

Public Hearing


1. Road Closure Bylaw No. 1175
  • There were no late written submissions relating to Bylaw No. 1175
  • There was no one present who wished to speak in favour or opposition of Bylaw No.  1175
  • There was no one present deemed to be affected by Bylaw No. 1175 who wished to speak.
  • Councillors had no further questions and did not require further information.
2. Land Use Bylaw No. 1088-18
  • There were no late written submissions relating to Bylaw No. 1088-18.
  • There was no one present who wished to speak in favour of Bylaw No.  1088-18.
  • Mr. Walter Woodley spoke and would like a caveat to be put on title that a privacy fence is to be installed around the commercial development.
  • There was no one present deemed to be affected by Bylaw No. 1088-18. who wished to speak.
  • Councillors had no further questions and did not require further information.

Action Items


1. Land Use Bylaw Amendment No. 1088-18
Council gave the Land Use Bylaw No. 1088-18 Second and Third Reading.

2. Board and Committee Appointments

  • Council appointed Leigh Beamish to the Regional Assessment Review Board for a one-year term.
  • Council appointed student representatives: Sterling Mozel, Brett Cournoyer, Hayden Amundrund, Jayda Orr, Leah Cournoyer, and Kadence Rogiani to the Hinton Youth Advisory Council and Margaret Schultz from the Northern Rockies Museum of Culture and Heritage to the Hinton Youth Advisory Council for a one-year term to the 2023 Organizational Council Meeting.
  • Council directed Administration to continue to advertise for remaining open positions on Hinton Youth Advisory Council, and to bring the applications back to Council for decision at a future Council Meeting prior to January 30, 2023.
3. Committee of the Whole Meeting on November 8, 2022
Council cancelled the Committee of the Whole Meeting on November 8, 2022.

Discussion Items


1. The Benchmark for Paying Union and Salary Employees (75th Percentile) - Councillor Taylor
Council directed Administration to bring back policy options for staff compensation with associated costs to a future Committee of the Whole meeting.

Council Reporting


Mayor Marcel Michaels: Nothing to report.

Councillor Ostashek: 
Attended a Community Futures West Yellowhead Board Meeting and a Beaver Boardwalk Oversight Committee Meeting.

Councillor Maguhn: Attended a Policing Committee Meeting.

Councillor Haas: Attended a Library Board Organizational Meeting. 


Councillor Taylor: Nothing to report.

Councillor Race: Attended a Business Support Network meeting. 


Councillor LaBerge: Attended a Community Futures West Yellowhead Board Meeting. Encouraged the community to join No Stone Left Alone event.

Closed Session


1. Salary Market Review - Closed per s. 24(1) of FOIP
2. Mutual Performance - Closed per s.19 of FOIP

With public health restrictions now lifted, members of the public are invited to join Council in-person for Minute with Council during Regular Council Meetings.

The floor is open at the beginning of the meeting to the public to share with Council members, Administration and meeting observers. To ensure this time is constructive and welcoming to those participating and those present, the guidelines to the public for Minute with Council are,
  • Keep your discussion to no more than one minute in length;
  • Speak directly to the Chair of the meeting when addressing Council;
  • Refrain from asking questions of Council or Administration, as this is not intended to be a Q&A session; and
  • Speak respectfully, as the use of abusive, insulting or aggressive tone or language will not be tolerated.
