Citizens' Minute with Council


Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.

Delegations

Public Hearing


1. Mobile Vendors Bylaw No. 1170 Public Hearing

Thirty-two (32) written submissions were received and are attached to the Agenda. Further late written submissions were read into the record during the hearing. These will be available in the Minutes. None were present who wished to speak in favour or opposition of the bylaw.


Action Items

 
1. Mobile Vendors Bylaw No. 1170 
Council voted in favour of amending the Mobile Vendor approved location Green Square Map to include only the designated parking stalls directly adjacent to the Green Square inner-curb, and to provide one additional parking spot on the north-east corner facing Highway 16 on the Green Square Map. 
Council then gave Mobile Vendors Bylaw No. 1170 Second Reading, as amended.

2. Hinton Community Grant Advisory Committee - 2022 Spring Intake Funding Recommendations
Council award the Hinton Community Grant Program 2022 Spring Intake funding, as per the recommendation from the Hinton Grant Funding Advisory Committee, for a total of $24,025.00 as outlined in Attachment 1 of the Agenda.

3. Short-Term Rentals Bylaw No. 1162
Council gave Short-Term Rentals Bylaw No. 1162 Third and Final Reading as amended.

Council voted to adjust the Short-Term Rental Principal Residence Business License Fee  to $165.00 (one-hundred and sixty five) in Schedule A of Business License Bylaw No. 1126-2, then gave the bylaw First and Second reading, as amended.

Council gave First, Second and Third Reading to the Development Services Fees Bylaw No. 1104-4 as presented.

Council directed Administration to bring a report to a future Committee of the Whole Meeting regarding the establishment of a publicly accessible list of business license holders and/or locations in the Town of Hinton, especially pertaining to Short Term Rental Providers.

4. Land Use Bylaw Amendment No. 1088-17
Council gave the Land Use Bylaw No. 1088-17 First Reading; and scheduled a Public Hearing on August 2, 2022, at 4:00 p.m. in the Council Chambers to hear public comments on Bylaw No. 1088-17.

5. 2022 Economic Development Budget Project Funding Proposals
Council voted to provide $40,000 from the “Remaining 2022 Economic Development Budget” to the Hinton Chamber of Commerce to fund a Destination Management Administrator for 2022.

6. EVenture Charging Stations
Council approved the proposed Level 3 Fast Charging station locations identified by Administration, and approve the letter of commitment to provide the charging station (under LOC) for the ten-year duration of the program as presented.

Council Reporting:


Mayor Marcel Michaels: CAO recruitment timeline. Shortlisted with interviews being held next week.

Councillor Ostashek: Lemonade Day Judge. Congratulations to all participants, and the winners Real Canadian Lemonade for Best Stand and Powwow Lemonade for Best Tasting and Best Entrepreneur.

Councillor Maguhn: None.

Councillor Haas: HYAC last Thursday. Garden growing all Summer, Fall harvest initial
conversations regarding donation possibility. ASH meeting for Councillor Race,
planning for the Fall and promotion. Plan for another comedian to visit in the Fall.
Christening of the new fire engine, Mr. Beaudrap did a fantastic job of the ceremony.
Pushing In recalls horse-drawn days. Excellent turnout with communications to take
photos. Tomorrow evening Council and Admin. sit down for Strategic Plan.

Councillor Taylor: None.

Councillor Race: Last was at June HYAC Meeting, next meeting and last for the term in September 2022. Youth Councillors will be missed.

Councillor LaBerge: Lemonade Day and Economic Development, the need to start entrepreneurs early.

Interim CAO Paul Hanlan:  Follow-up on Emergency Services discussion from Councillor Haas. Joined the Chief and Deputy last Wednesday, initiating a workplace culture workshop. Improvements to moral and addressing turnover. Status report: offer has been extended to candidate for Director of Corporate Services position. Strategic Planning session tomorrow evening, will meet with facilitators Thursday for tactical planning. Next week interviews for candidates as lead negotiations for the upcoming Unifor negotiations in Fall 2022. Pending conversations with Council regarding negotiation mandate.

CORRESPONDENCE


Council accepted the Council Information Package #1 for June 2022.

CLOSED SESSION


1. Land Discussion - Closed per s.23 of FOIP
Council voted to proceed with the Land Discussion Option 1 as presented.

With public health restrictions now lifted, members of the public are invited to join Council in-person for Minute with Council during Regular Council Meetings.
