Citizens' Minute with Council


Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.


1. Bernie Kreiner, Vice Chairman of the West Yellowhead Trail Society (Pathway to the Park) spoke with a request to Council, authorizing the release of the allocated funds to proceed with planning and design and working through the next steps of this project. 

Delegations


Presentations are required to be arranged through the Executive Assistant so that presenters can be sure time is set aside for their presentations on the Council agenda. Find out more about how to be a delegation by following this link.

1. A representative from the Royal Canadian Legion talked with Council regarding Municipal Taxes for the Hinton Legion.
Council directed Administration to bring back a report to a Committee of the Whole Meeting prior to the 3rd quarter of 2022 with regards to the Royal Canadian Legion Municipal Taxes.  

2. Curtis Anderson read his submission letter with regards to Short Term Rental Bylaw No. 1162.

Action Items


1. Short Term Rental Bylaw No. 1162 - Second Reading


Council motion: that Bylaw No. 1126 Business License Bylaw to reflect an annual Business License fee of $500.00 for principal resident host operators.

Carried  5-2

Council motion: that Council give Short-Term Rentals Bylaw No. 1162 Second Reading as presented and schedule Third Reading to the Regular Council Meeting on June 21, 2022.

2. Bylaw No. 1171 to Authorize the Rates of Taxation to be levied against Assessable Property within the Town of Hinton for the 2022 Taxation Year and Supplementary Bylaw No. 1172

Council gave First, Second and Third Reading of Bylaw No. 1171 – A Bylaw to Authorize the Rates of Taxation to be Levied Against Assessable Property Within the Town of Hinton for the 2022 Taxation Year as presented.
 
Council gave First, Second and Third Reading of Bylaw No. 1172 – A Bylaw to Authorize Preparation of Supplementary Assessments During the 2022 Taxation Year as presented.



3. Land Acknowledgement Working Committee Terms of Reference


Council motion: That Council establish the Land Acknowledgement Working Committee outlined in the Terms of Reference as presented.

Carried Unanimously


Council motion: That Council appoint two councillors and one alternative to serve on the Land Acknowledgement Working Committee and that Councillor Race, Councillor Maguhn and Councillor Haas as the Alternate be appointed to this committee.

4. Mobile Vendors Bylaw No. 1170

Council motion: That Council give the Mobile Vendors Bylaw No. 1170 First Reading, as presented; and That Council direct Administration to schedule a Public Hearing at the Regular Council Meeting on June 21, 2022, in the Council Chambers to hear public comments on the Mobile Vendors Bylaw No. 1170.

5. Pathway to the Park Funding Release

Council motion: That Council direct Administration to release the allocated $50,000.00 from the 2022 Operating Budget for the purpose of funding design documents, required permits, and applications in preparation for the 2023-2024 construction phase of the Pathway to the Park project.

1. Proclamation - Seniors' Week

  • Mayor Michaels read the Proclamation for Seniors Week.

  • Mayor Michaels read the Proclamation for Alberta Rural Heath Week.

Council Reporting:


Mayor Marcel Michaels: Noted an Evergreens Strategic Plan Session he is taking part in for the next two days. Attended Hinton & District Chamber of Commerce AGM.

Councillor Ostashek: Attended Beaver Boardwalk Community Oversight Committee Meeting.

Councillor Maguhn: Attended a fundraiser for Ukraine.

Councillor Haas: Attended Library anniversary celebration. Noted community candlelight vigil taking place on May 18 for National Victims and Survivors of Crime Week.

Councillor Taylor: Attended Pulp Mill Committee meeting.

Councillor Race: Attended Hans Van Klaveren's leaving party and a Pathway to the Park Open House at Hinton Legion.

Councillor LaBerge: None.

Interim CAO Paul Hanlan:  Noted Pathway to the Park Open House on May 18. Announced that Heather Waye, Strategic Services Manager, has accepted the position of Parks, Recreation and Culture Manager.

CLOSED SESSION


1. Interim CAO Contract - Closed per s.17 of FOIP

Council motion: that Council agrees mutually with Interim Chief Administrative Officer Hanlan to an extension of the January 14th, 2022 Independent Contractor Agreement to September 30th, 2022 as per today's Closed Session discussion.

The floor is open at the beginning of the meeting to the public to share with Council members, Administration and meeting observers. To ensure this time is constructive and welcoming to those participating and those present, the guidelines to the public for Minute with Council are,
  • Keep your discussion to no more than one minute in length;
  • Speak directly to the Chair of the meeting when addressing Council;
