Citizens' Minute with Council


Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.

Delegations


Presentations are required to be arranged through the Executive Assistant so that presenters can be sure time is set aside for their presentations on the Council agenda. Find out more about how to be a delegation by following this link.

Council motion: to direct Administration bring forward funding options regarding a $5000.00 donation to the Wild Mountain Music Festival to the Committee of the Whole Meeting of April 12, 2022.

Public Hearing


1. Debenture Borrowing Bylaw 1167 - Public Hearing (Non-Statutory)


The purpose of the proposed Bylaw No. 1167 is for a debenture of $820,000 required for site servicing for development of the Boutin Lands. The site servicing is required to facilitate the construction of affordable housing associated the with Canadian Housing and Mortgage Rapid Housing Initiative.

2. Lease Guarantee Bylaw No. 1168 Public Hearing (Non-Statutory)

The purpose of the proposed Bylaw No. 1168 is to provide a lease guarantee to CWB National Leasing for the repayment of a lease between CWB National Leasing and the Hinton Golfing Society for the purchase of new golf carts for the Hinton golf course.

OLD BUSINESS
 

1.  Debenture Borrowing Bylaw No. 1167 Boutin Land Development 

This bylaw authorizes the Council of the Municipality to incur indebtedness by the issuance of debenture(s) in the amount of $820,000.00 for the purpose of site servicing development of the Boutin Lands. 

Council Motions: that Council give Debenture Borrowing Bylaw No. 1167 Boutin Land Development Second and Third Reading.
Carried 5-1
(Opposed: Councillor Taylor).


2. Bylaw No. 1168 Lease Guarantee Hinton Golfing Society

Being a Bylaw of the Town of Hinton in the Province of Alberta to authorize Council to provide a Lease guarantee to CWB National Leasing for the repayment of a lease between CWB National Leasing and the Hinton Golfing Society for the purchase of 60 Tempo Lithium Electric Cars to replace the current golf carts that are passed their lifecycle in the Town of Hinton pursuant to Section 264(2)(a)(b) and 266(1) of the Municipal Government Act.

Council Motions: that Council give Bylaw No. 1168 Lease Guarantee Hinton Golfing Society Second and Third Reading.

NEW BUSINESS 


1. Disc Golf Course Log Benches - Capital Project 

Council Motion: that Council approve the Disc Golf Course Log Benches Capital Project to take place in 2022 with $1,000 to be funded from the Town of Hinton Disc Golf Course Reserve.

Minute with Council Access


Early in the Town Response to COVID-19, Town Council meetings were moved to remote environments, closed to the public, and streamed online to allow for easy access by residents. However, one aspect of our Council meetings that was lost in this necessary response was Minute with Council. Traditionally, Residents have been welcomed to speak to Council about issues, events, or concerns during Minute with Council. At the beginning of each Council Meeting, the chair of the meeting opens the floor to the public to speak and share with Council members, administration and meeting observers. 

As we determine the "new normal" in this pandemic response, the Town of Hinton has established a procedure to take part in Minute with Council remotely, temporarily, as we prepare for further steps in our reopening plans. This process is being established to avoid risks of public meeting teleconferencing, such as inappropriate or abusive interjections by anonymous or false identities.
