Citizens' Minute with Council


Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.


1. Beth McCallum from the Whiskey Jack Club 

Ms. McCallum spoke about her concerns regarding the removal and replacement of the bridge at Maxwell Lake.  


2. Alice Paquette

Ms. Paquette advised Council she has been working on a petition regarding the replacement of the bridge at Maxwell Lake.

Delegations


Presentations are required to be arranged through the Executive Assistant so that presenters can be sure time is set aside for their presentations on the Council agenda. Find out more about how to be a delegation by following this link.

Action Items


1. 2022 Operating Budget and 2023-2025 Plan Approval


Council Motion: 

To incorporate the Council 2022 Budget Sheet to the Regular Council Meeting Agenda.

That Council approve the 2022 Operating Budget in the amount of $29,517,229.43 and 2023-2025 Operating Plan as was originally presented February 1, 2022, incorporating all budget amendments as detailed in Attachment One.

2. Bylaw No. 1168 Lease Guarantee Hinton Golfing Society - MD 2439


Council Motion:
That the Council give Bylaw No. 1168 Lease Guarantee Hinton Golfing Society First Reading and That the Council direct administration to schedule a Public Hearing at the Regular Council Meeting on April 05, 2022, in the Council Chambers to hear public comments on Bylaw No. 1168 Lease Guarantee Hinton Golfing Society.

3. Beaver Boardwalk Rehabilitation Project Amendment


Council Motion: 
That Council approve to amend the contract with Fine Line Services to alter the scope of the Beaver Boardwalk Rehabilitation Project to execute scenario 1 and scenario 2 funded by the MSP grant and not to exceed the allocated $300,000.

4. Debenture Borrowing Bylaw #1167 - Boutin Land Development


Council Motion:
That Council agree to give First Reading of Authorization of Debenture Bylaw No. 1167 as presented and that Council direct Administration to schedule the required public meeting at the Regular Council Meeting on April 05, 2022, in the Council Chambers to hear comments on Bylaw No. 1167 Debenture Bylaw for Boutin Land Development.

Councillor Ostashek: None.

Councillor Maguhn: None.

Councillor Haas: None.

Councillor Taylor: 
Councillor Taylor participated in the Hinton Valley District Conference call this past week and mentioned the next meeting will be an open house. 

Councillor Race: Councillor Race attended the GYPSD Session where she learned about the mentor program for new teachers. Race spoke highly of this program and the success it has had so far. Race also attended the first Corporate Planning and Finance Training and plans to attend the second session as well. 

Councillor LaBerge: None. 

Mayor Marcel Michaels: Mayor Michaels attended the Corporate Planning and Finance Training and the GYPSD sessions this past week. The Mayor spoke highly of the GYPSD sessions and looks forward to future partnerships. 

Interim CAO Paul Hanlan: Interim CAO Hanlan announced the light display, in the Green Square and at the West Frasier Guild, that is to show solidarity with Ukraine and the Ukrainian Community in Hinton.  Hanlan gave thanks to Council and their initiative on this. ICAO Hanlan spoke to a tentative timeline for the Strategic Plan. Hanlan addressed the Pool Shutdown at the Rec Center that is proposed for this year and will that administration will bring a communications strategy to Council on this matter.

Minute with Council Access

Early in the Town Response to COVID-19, Town Council meetings were moved to remote environments, closed to the public, and streamed online to allow for easy access by residents. However, one aspect of our Council meetings that was lost in this necessary response was Minute with Council. Traditionally, Residents have been welcomed to speak to Council about issues, events, or concerns during Minute with Council. At the beginning of each Council Meeting, the chair of the meeting opens the floor to the public to speak and share with Council members, administration and meeting observers. 

As we determine the "new normal" in this pandemic response, the Town of Hinton has established a procedure to take part in Minute with Council remotely, temporarily, as we prepare for further steps in our reopening plans. This process is being established to avoid risks of public meeting teleconferencing, such as inappropriate or abusive interjections by anonymous or false identities.
