CITIZENS' MINUTE WITH COUNCIL

Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, Administration and meeting observers.

1. Hinton Golf Course - Golf Cart Status & Leasing Option

Council Motion: 
That on the condition that an Operating Agreement is signed by the Hinton Golfing Society that Council direct Administration to move forward with the proposed lease agreement with the Golf Carts.

1. Hinton Golfing Society Operating Agreement 

Council Motion: 
That Council accept the Hinton Golf Course Operating Agreement Update for information.

2. COVID-19 Related Security Services Summary (MD-2359)

Council Motion: 
That Council accept the COVID-19 Restrictions Exemption Program Related Security Services Summary report for information.

3. Council Information Packages #2 for January, 2022


Council Motion: 
That Council accept the information package #2 and direct Administration to contact Mr. Keith Obrigewitsch that Council will not be taking any action on this.

COUNCIL REPORTING


Councillor Ostashek: (timestamp 1:21:02)
Councillor Ostashek also brought up the invitation that was extended to Council from Community Futures to attend their next meeting. Ostashek took part in this week's Beaver Boardwalk Oversight Committee meeting and discussed the Maxwell Lake Rehabilitation tender. Ostashek brought up a question to Administration regarding the scheduling of the Maxwell Lake Bridge Rehabilitation Tender report presentation for Council. Administration spoke to this, and it was decided that Administration will contact Councillor Ostashek to meet with him regarding the questions he has from the Beaver Board Oversite Committee.  

Councillor Haas: (timestamp 1:32:20)
Haas enjoyed the budget meeting and will be attending the HYAC meeting this week. 

Councillor Taylor: (timestamp 1:33:08)
Councillor Taylor stated the Hinton Mountain Bike Association (HIBA) reached out to him asking about the agreement and its timing. He expressed HIBA's preference for the timing for their submissions, which would be to have it earlier in the year.  

Councillor LaBerge: (timestamp 1:19:40)
Councillor LaBerge spoke to his attendance at the budget meeting held over the weekend. He gave thanks and appreciation to Administration for all of the time and hard work. He also highlighted Councillor Maguhn and how well he Chaired the meeting. LaBerge attended his first Investment Review Committee meeting for Community Futures; he appreciated the quality of the organization and the discussions that were had. LaBerge mentioned the upcoming meeting on January 27th, and the open invitation to Council to attend. 

Councillor Race: (timestamp 1:16:40)
Councillor Race attended an ASH meeting this week. There was an issue with one of their chairs and an inspection of all of the seating was done to ensure there were no further issues. Race also spoke to the completion of the construction to the concession stand and relayed the thanks from ASH to Council. Race spoke to her enjoyment of attending her first public advisory session. As a result of attending the public advisory session, Race spoke to the mill operating at half production and why that is. Race relayed the news of the improvement to the air quality in Hinton to Council. Race will also be attending a HYAC meeting this week

Councillor Maguhn: (timestamp 1:31:18)
Councillor Maguhn talked about the budget meeting over the weekend and how he enjoyed the new process and believed it worked very well. Maguhn gave thanks to Administration and the contracted services that were a part of the meeting and the preparation. Maguhn attended his first Valley Business Owners meeting. He spoke to how great the group is and their commitment to promoting the area while also keeping their thoughts community-based. He completed his reporting by hinting at some exciting upcoming plans from the group for the spring. 

Mayor Marcel Michaels: (timestamp 1:32:25)
Mayor Michaels stated that he enjoyed this year’s budget meeting. Michaels’ meeting that was scheduled for last week with Paul DiJulio, the General Manager of West Fraser, was unfortunately cancelled but will be rebooked for the near future. After Mayor Michaels meets with Paul, Michaels will meet with Council to debrief. 

Interim CAO Laura Howarth: None.

1. Economic Development Opportunity Update (Verbal) - Closed per Section 25 FOIP

2. Appointment of Interim CAO - Closed per Section 17 of FOIP  

Council Motion: 
That Council direct the Mayor to sign the Interim CAO Contract as per discussions in Closed Session.

Carried Unanimously

 
That Council appoint Mr. Paul Hanlan as Interim CAO of the Town of Hinton effective January 19, 2022.

Minute with Council Access

Early in the Town Response to COVID-19, Town Council meetings were moved to remote environments, closed to the public, and streamed online to allow for easy access by residents. However, one aspect of our Council meetings that was lost in this necessary response was Minute with Council. Traditionally, Residents have been welcomed to speak to Council about issues, events, or concerns during Minute with Council. At the beginning of each Council Meeting, the chair of the meeting opens the floor to the public to speak and share with Council members, administration and meeting observers. 

As we determine the "new normal" in this pandemic response, the Town of Hinton has established a procedure to take part in Minute with Council remotely, temporarily, as we prepare for further steps in our reopening plans. This process is being established to avoid risks of public meeting teleconferencing, such as inappropriate or abusive interjections by anonymous or false identities.
