Citizens' Minute with Council

Residents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, administration and meeting observers.

Council Motion:
That Council give First Reading to Borrowing Line of Credit to Finance Operating Expenditures Bylaw No. 1165.

2. Hinton Golf Course - Golf Cart Status & Leasing Option
 
Council Motion:
That Council direct Administration to bring the Hinton Golfing Society Golf Cart Lease Agreement to the Regular Council Meeting of January 18th, 2022, for further discussion.

That Council direct Administration to bring back an update regarding the 2022 Draft Operating Agreement and 2021 unaudited year-end financial statements of the Hinton Golfing Society to the January 18, 2022, Regular Meeting of Council and Administration invite the Hinton Golfing Society Board President and Director of Golf Operations to assist in updating Council.

1.  Civic Partnerships and Donation Request Status

Council Motion:
Civic Partnership and Donation Request Status Spreadsheet be amended to change the Hinton Historical Society 2022 total funding included in draft-based budget to $55,000.00 per previous direction of Council.

That the Civic Partnership and Donation Request spreadsheet be amended to reflect a 2022 total funding requested from Pine Valley Lodge Fundraising Committee to $50,000.00 and the West Yellowhead Trails Society total of $100,000.00.

 1. Hinton Golf Course Memorandum of Understanding – Closed per Section 16 of FOIP

Council Motion:
That Council Direct Administration to enter into the Hinton Golf Course Memorandum of Understanding as discussed in Closed Session at the January 11, 2022, Regular Council Meeting.

2. Personnel, CAO Update - Closed per Section 17 of FOIP


Council Motion:

That Council direct the Mayor to enter into negotiations for an Interim CAO contract as discussed in closed session.

3. Interim CAO appointment discussion - Close per Section 17 of FOIP


Council Motion:

That Council direct Administration to enter into a contract for the Interim COA candidate to attend budget deliberations on January 14 & 15, 2022, for a maximum of $1,500.00.

Minute with Council Access

Early in the Town Response to COVID-19, Town Council meetings were moved to remote environments, closed to the public, and streamed online to allow for easy access by residents. However, one aspect of our Council meetings that was lost in this necessary response was Minute with Council. Traditionally, Residents have been welcomed to speak to Council about issues, events, or concerns during Minute with Council. At the beginning of each Council Meeting, the chair of the meeting opens the floor to the public to speak and share with Council members, administration and meeting observers. 

As we determine the "new normal" in this pandemic response, the Town of Hinton has established a procedure to take part in Minute with Council remotely, temporarily, as we prepare for further steps in our reopening plans. This process is being established to avoid risks of public meeting teleconferencing, such as inappropriate or abusive interjections by anonymous or false identities.
