Citizens' Minute with CouncilResidents are welcome to speak to Council about issues, events, celebrations or concerns during Minute with Council. At the beginning of each regular Council Meeting, Mayor Michaels opens the floor to the public to speak and share with Council members, Administration and meeting observers. Bill MacDonald spoke to the Hinton Small Business Grant and his concerns with the program. He expressed his concerns around the total amount of money given out and the remaining amount. Macdonald also spoke to signage for the Hinton Valley Shopping District as a possible expense for the remaining money from the Small Business Grant.

Carried Unanimously 2. Short Term Rentals Bylaw No. 1162 Council Motion:To direct Administration to include Option 2. in the Grace Period section in the development of the Short-Term Rental Bylaw No. 1162Carried 4-3 For – Michaels, Haas, Maguhn, Ostashek Against – Race, Taylor, LaBerge Direct Administration to include conditions which require an operator's rental accommodation to display approved license credentials on the exterior of the accommodation using a standard approved by the Town of Hinton.Carried Unanimously To seek consensus that non principal resident host/operator must pay an Annual Business License Fee of $2000.00.Carried 6-1 For – LaBerge, Race, Michaels, Ostashek, Maguhn, Haas Against – Taylor Current owners of non-resident Short Term Rentals are grand-fathered.Defeated 2-5 For – Taylor, LaBerge Against – Race, Michaels, Ostashek, Haas, Maguhn Direct Administration to amend Draft Short Term Rental Bylaw No.1162 to not allow non principal resident host to operate Short Term Rentals.Carried Unanimously That Committee direct Administration to bring the Short-Term Rentals Bylaw No.1162 for First Reading with suggested changes to the Regular Meeting on February 15, 2022; and That Committee direct Administration to schedule a Public Hearing at the Regular Council Meeting on March 15, 2022, in the Council Chambers to hear public comments on Short Term Rentals Bylaw No.1162. Information Items 1. Fire Underwriter's StudyCouncil Motion:That Committee direct Administration to bring the phased implementation of the Fire Underwriters Study recommendations as part of the 2023 – 2027 budget process.Carried Unanimously

Council Reporting: Councillor Ostashek: Ostashek spoke to his conversation with Administration to arrange the Beaver Boardwalk Bridge and Maxwell Lake project presentation to be at the February 26 meeting. This was good news as it falls in line with the BBOC meetings that are to discuss this project.
Councillor Haas: Haas had a meeting with HYAC this week where they discussed and brainstormed volunteer opportunities. Haas highlighted two staff members, Heather Mark and James Everitt, who have been a major part of HYAC this year. Haas thanked them for all of their hard work and dedication to the group.
Councillor Taylor: None.
Councillor LaBerge: LaBerge reminded Council of the Community Futures Board meeting this week if they were interested in attending.
Councillor Race: Race had a meeting with the Hinton Youth Advisory Committee, she spoke to how great and driven these kids are.
Councillor Maguhn: None.
Mayor Marcel Michaels: The Mayor had a productive meeting with Minister Pon and MLA Long where he discussed continuing to develop and improve the senior and affordable housing situation in Hinton. Michaels encouraged residents and Council to reach out to the Minister’s staff on this issue. Mayor Michaels extended an invitation for a visit to Hinton to the MLA and Minister. Overall, Michaels found his meeting was a step in the right direction to get on the radar for future partnerships with the Provincial Government.
Interim CAO Paul Hanlan: ICAO Hanlan has enjoyed getting to know Administration, the Town workforce, and Council. He is looking forward to becoming more familiar with this wonderful town and community.

Minute with Council AccessEarly in the Town Response to COVID-19, Town Council meetings were moved to remote environments, closed to the public, and streamed online to allow for easy access by residents. However, one aspect of our Council meetings that was lost in this necessary response was Minute with Council. Traditionally, Residents have been welcomed to speak to Council about issues, events, or concerns during Minute with Council. At the beginning of each Council Meeting, the chair of the meeting opens the floor to the public to speak and share with Council members, administration and meeting observers.
As we determine the "new normal" in this pandemic response, the Town of Hinton has established a procedure to take part in Minute with Council remotely, temporarily, as we prepare for further steps in our reopening plans. This process is being established to avoid risks of public meeting teleconferencing, such as inappropriate or abusive interjections by anonymous or false identities.
