Action Items1. Temporary Mandatory Mask and Face Coverings Bylaw ReviewThere was discussion regarding the new Provincial restrictions and the revised authority of Peace Officers to enforce the Public Health Act. No motions were made by the Council. For information, visit Hinton.ca/Masks2. Hinton Youth Advisory Council - AppointmentAt the February 2, 2021 Regular Council Meeting, Council postponed the Hinton Youth Advisory Council appointment to the March 2, 2021 Regular Council meeting. During the postponement of the Hinton Youth Advisory Council appointment, when the applicant was contacted, they indicated a preference to reapply for the 2021/2022 term. It was moved that Council accept the Hinton Youth Advisory Council Appointment report for information. This motion carried. 3. Securing the Land for an All-Wheel ParkIn 2019, Hinton resident Jay Hore and Everett Tetz of New Line Skateparks Inc. provided a delegation presentation to Council regarding the concept of establishing an all-wheel park in Hinton. The concept for this park was derived from experiences at the current skate park located the Dr. Duncan Murray Recreation Centre and changes that have occurred to skateboarding trends in recreation over the past decades. At the time of the presentation, both Administration and Council endorsed the project principle and encouraged the group to bring additional information back to Council should the project progress. In September 2020, the Civic Partnership Policy #1107 was approved by Council which established partnership parameters between the Town and external agencies, laying out processes for accessing funding. In fall of 2020, the newly established Hinton Wheeled Park Association (HWPA) approached administration to discuss developments related to the previously proposed project concept. At the Standing Committee Meeting of January 12, 2021 Council received an updated delegation presentation from the HWPA. The HWPA highlighted that the next step is to secure the Erith Park lands for the purpose of advancing the All Wheel Park project proposal. Securing the land through motion of Council will enable the HWPA to initiate their marketing plan, seek monetary and in-kind donations, pursue grant funding, and begin engagement strategies and design work. After the presentation, Council members engaged in discussion surrounding the need for information sharing related to the project proposal, and to ensure that Erith Park area residents are aware of this proposed initiative. Administration agreed that a localized communication campaign could be used to inform residents that Council, Administration and the HWPA may soon be seeking input and conducting engagement sessions in order to draft a vision for the future of Erith Park. At this same meeting, Committee provided the following direction: “That Committee direct Administration to bring the Securing the Land for an All Wheel Park report to the February 16, 2021 Standing Committee Meeting for discussion to the assignment of Erith Park for advancing the All Wheel Park Proposal”. On February 16, 2021 upon review of the information sharing and engagement statistics to date, the following direction was provided: “That Committee direct Administration to bring the Securing the Land for an All Wheel Park report to the March 2, 2021 Regular Council Meeting for decision related to the assignment of Erith Park lands for the purpose of advancing the All Wheel Park project proposal”. It was moved that Council secure the land at Erith Park for the purposes of advancing the All Wheel Park Project Proposal whereas the securement for the all wheel park project expires after 48 months if the project has not been advanced. This motion carried. It was also moved that Council direct Administration to provide a letter to the HWPA for inclusion in grant submissions and the fundraising marketing plan. This motion also carried. 4. Annual Reporting and Budget Schedule UpdateEarly in this term, Council approved an Annual Reporting and Budget Schedule that outlined when discussions and decisions on strategic and financial matters would come before Council. Over the last two years, timelines have been adjusted based on the length of budget deliberations, or unforeseen circumstances, such as the COVID-19 pandemic. At the February 9, 2021 Council Meeting, the following direction was provided: "That Committee direct Administration to bring the Annual Reporting and Budget Schedule to the March 2, 2021 Regular Council Meeting for decision". Due to 2021 budget approval taking place in December of 2020, annual reporting, strategic planning, and budget preparation can take place earlier than in year’s past. The Schedule has been updated with this in mind, as well as with the 2021 election timeframes included. It was moved that Council approve the 2021 Annual Reporting and Budget Schedule as presented. This motion carried. It was also moved that a service level training and review activity be added to annual reporting and budget schedule to occur no later than June 30, 2021. This motion also carried. Furthermore, it was moved that Council direct Administration to prepare a report detailing recommendations on Options 2 and 3 in preparation for a future Town Hall and other organizational engagement events before end of Quarter 2, 2021. This motion also carried. 5. Council Meeting Schedule ChangesDuring the Organizational Meeting in October 2020, Council approved a meeting schedule that extends to the next Organizational Meeting of Council. Administration is recommending changes to Council’s current meeting schedule to ensure operations progress effectively, including that a Regular Council Meeting be added to accommodate the receipt of timely reports in March 2021. Further, due to upcoming 2021 Municipal Election, administration is recommending Council reschedule the Organizational meeting to allow time for Councillor Orientation and cancel the Standing Committee Meeting scheduled to take place on October 19, 2021. It was moved that Council schedule a Regular Council Meeting for March 23, 2021 starting at 4:00 p.m. This motion carried. It was also moved that Council reschedule the 2021 Organizational Meeting from October 19, 2021 to October 26, 2021. This motion also carried. Furthermore, it was moved that Council cancel the October 19, 2021 Standing Committee Meeting. This motion also carried. 6. Recreation Centre Promotional FeesIt was moved that Council direct Administration to reduce the promotional program fee rates of $20 for non-member / $10 for member rate per half hour by 50% until the end of day April 6, 2021 and recoup lost revenues from the MOST budget. This motion carried. 7. Recreation Centre Project Proposal for Provincial Government GrantsIt was moved that Council Direct Administration to bring a grant readiness report concerning the Recreation Centre back to Council no later than the end of April 2021. Councillor Ryan Maguhn: Councillor Maguhn had nothing to report.Councillor Trevor Haas: Councillor Haas shared that the library will be open with limited capacity starting this week given the recent provincial easing of restrictions, challenges with recruitment of a librarian, and the RFP for West Yellowhead Regional Waste Management Authority has been posted on the Town website and the Alberta Purchasing Connection. Councillor Tyler Waugh: Councillor Waugh shared that Community Futures West Yellowhead is offering support such as business coaches and distributing further regional relief funds for struggling businesses and encouraged businesses to reach out at 780-865-1224. The deadline for the relief funds is end of this month. He also shared that CEAC has started their strategic planning for the year.Councillor Dewly Nelson: Councillor Nelson shared attending Energy Futures Lab workshops and Procedural Bylaw committee meeting. He also shared that Bebo committee meeting was postponed.Councillor Albert Ostashek: Councillor Ostashek shared that he will be attending the HREDC meeting later this week and that Bebo committee meeting was postponed. Councillor JoAnn Race: Councillor Race shared attending PASS AGM. She also shared that Hinton Art Club are displaying art in the PATH and in March, there will be collaboration with artists from Jasper. She further shared initiatives from PATH around displaying photographs taken by local photographers.Mayor Marcel Michaels: Mayor Michaels shared that he attended the Procedural Bylaw committee meeting and the Waste management board meeting. He also shared the retirement of Fiona Murray-Galbraith, a valued member in our community. CAO Emily Olsen: CAO Olsen shared the Saturday driveway project organized by the FCSS starting from Saturday this week, with the intention to engage and connect neighbors with each other, while following the current bylaws and health restrictions. You can find more information here. She also shared that the EOC will do a table-top exercise, jointly with AEMA in the coming week to prepare for future emergency situations such as wildfire.

Community Volunteer Tax ProgramTown of Hinton FCSS - Family Community Support Services will be offering the Community Volunteer Income Tax Program again this year. Persons of all ages who have a basic tax situation with a lower income, can call 780-865-6036 after March 1, 2021 to complete an intake form, followed by bringing their paperwork to the West Fraser Guild and placing it in the drop box that will be set up in the front lobby. The paperwork will be matched with the completed intake form and sent to volunteers for the CVITP to file on the individuals' behalf. Individuals will be contacted when the return is complete to pick up their paperwork. If you have questions, call 780-865-6036. Minute with Council AccessEarly in the Town Response to COVID-19, Town Council meetings were moved to remote environments, closed to the public, and streamed online to allow for easy access by residents. However, one aspect of our Council meetings that was lost in this necessary response was Minute with Council. Traditionally, Residents have been welcomed to speak to Council about issues, events, or concerns during Minute with Council. At the beginning of each Council Meeting, the chair of the meeting opens the floor to the public to speak and share with Council members, administration and meeting observers.
As we determine the "new normal" in this pandemic response, the Town of Hinton has established a procedure to take part in Minute with Council remotely, temporarily, as we prepare for further steps in our reopening plans. This process is being established to avoid risks of public meeting teleconferencing, such as inappropriate or abusive interjections by anonymous or false identities.
